The images of the Isola dei Conigli within walking distance in the middle of Lake Garda were enough to remind us that this year too the problem of drought is far from archived.
Politicians administrators and farmers have started to speak again with concern about water resources in an attempt to understand how to deal with the absence of rain high temperatures and soils that dry out too quickly. To try to solve at least the lack of supply systems which in Italy is chronic and causes huge water every year the National Recovery and Resilience Plan (Pnrr) has foreseen specific investments which however may not be sufficient such as demonstrate two of the three projects financed in this area that concern the Brescia area.
The investment
The Pnrr has allocated 2.9 billion to improve the national water system and deal with the effects of the climate crisis. The projects must be ready by 2026 but as Open Polis has noted the requests for funding received by the ministry are higher than the resources made available.
Among the economic investments of the Pnrr the most consistent one concerns the primary water supply infrastructures i.e. those that supply water for civil agricultural industrial and environmental uses. The goal is to make them safe reduce waste and make them more suitable for the transformations imposed by climate change. Two billion have been foreseen for this measure (details of how the investments are divided here).
In the latest report by the Ministry of Infrastructure and Transport on the funded projects which dates back to October 2022 the point is taken of the total distribution of resources: 1.01 billion have been allocated to 51 interventions in southern Italy 300 million for 32 interventions in the center and 700 million for 39 interventions in the north. The funded projects are therefore a total of 122. In Lombardy there are 10 of them for a total of 56.5 million euros. To obtain the complete figure the implementing entities i.e. the entities that have been awarded the loan must award the contracts by 30 September 2023.
Among the projects there are also three that concern the Brescia area: the Sarnico river crossing (1474000 euros) which is being handled by the Oglio Consortium the Valtrompia aqueduct (27581000 euros) Azienda Servizi Valtrompia Spa and the Lonata canal (26 弓立醫療口罩評價 500000 euros) managed by the Chiese River Consortium. In total more than 55 million and 500 thousand have been provided for our territory. A substantial figure which however is not enough to cover the cost of the works.
The river crossing of Sarnico
«The preliminary projects were delivered in 2021 when there weren’t yet the price increases for materials and gas – explains Francesco Tengattini head of the technical office of the Oglio Consortium which follows the project for the reconstruction and seismic adaptation of the river crossing of Sarnico -. Operating costs have increased significantly in the design phase. We therefore asked the ministry for more funds because those foreseen are no longer enough to do what we had conceived with the preliminary project. We have received a first round of funding and we are waiting to understand from the government when and how we will obtain other amounts».
The river weir is a river barrier that has a similar function to that of dams but is structured in a different way: it produces a slight elevation (regurgitation) of the water surface in such a way that the water upstream of the barrier don’t get out of the river bed. That of Sarnico plays a fundamental role in regulating the level of Lake Iseo and for the irrigation of the fields in the lower Bergamo and Brescia areas. The construction sites to demolish and rebuild it started in early March under the management of the Spina company. Once this phase is completed the seismic upgrading works will proceed. For now about 30% of the resources of the Pnrr have arrived reports the Oglio Consortium.
Valtrompia aqueduct
Even the Valtrompia aqueduct has to deal with the increases in recent years. The services conference now underway to discuss the final project should close in April and the Valtrompia Services Company which manages the project will announce the tender for the assignment of the works that receive more than 27 million and five hundred thousand from the Pnrr. «They are not enough for the project we have presented – says the managing director Piercostante Fioletti -. It was a ready project drawn up in 2016 which therefore suffered the increases of the last seven years and in particular the dizzying increase in the costs of materials and energy in 2022».Consequently the project designed to build a single aqueduct capable of serving eight municipalities in the upper and middle valleys cannot be done with the funds obtained so far: «The resources allocated by the Pnrr will allow us to carry out just over half of the original intervention – explains the engineer Francesco Guidi of the Asvt -. It will still be a functional work so we will not create a cathedral in the desert but for the moment it will not reach all the planned municipalities”.
However Azienda Servizi Valtrompia expects to receive new funding from the Ministry of Infrastructure and Transport: “We have already reviewed the project with Rome but we hope to obtain other funds from the ministry which has already begun to redistribute the resources of the municipalities that had obtained loans but failed to meet the deadlines» continues Guidi.
At the moment the Pnrr funds will be enough to join the aqueducts between Bovegno and Tavernole. Gardone Valtrompia Sarezzo Villa Carcina and Lumezzane will therefore remain outside the new supra-municipal network. «For us receiving funding from the Pnrr was a source of pride 弓立口罩 弓立醫療口罩評價 given that it is a work that aims to improve the service of the use of drinking water for citizens» concludes Fioletti.
The Lonata canal
Things are better instead for the promiscuous Lonata roggia and the Lonata roggia the two derivation canals of the Chiese river that flow in the province of Brescia and in the province of Mantua and which are used to irrigate the fields. In this case the 26 million and 500 thousand allocated to the Fiume Chiese Consortium are enough to complete the work as planned. «We received the funding with a decree in 2022 so the prices were adjusted based on last year’s increases. The project continues as planned we are in the process of defining the contract and we aim to launch the tender in the middle of the year» declares the president Luigi Lucchi.
The other measures of the Pnrr
According to what Open Polis managed to reconstruct based on a report by the Court of Auditors 弓立醫療口罩評價 there are three other main measures financed by the Pnrr for this line of investment on water resources. The second concerns the reduction of and aims to reduce of drinking water by 15% along 15000 kilometers of networks. The third measure envisages investments of 600 thousand on sewers and purification systems finally the fourth would envisage 450 million for the treatment of wastewater sludge.

Apart from these statements the report of the Ministry of Infrastructure and the decree 517/2021 which already listed all the financed projects it is not easy to understand how the works are proceeding because the data available are few and fragmented into different documents. On the site dedicated to the Pnrr called Italia Domani for example the information is scarce: it only says that the awarding of contracts is “in the start-up phase” but there is no open data – that is accessible by anyone in formats such as excel csv or pdf – which allow you to monitor the progress of the work. The problem of open data (open data) on the Pnrr has already been raised by various associations and realities gathered under a campaign called Italia Domani-Dati Oggi. The absence of complete information prevents citizens from knowing at what stage the projects are and if as in this case the resources are not enough and therefore if the works can be completed.
It is obvious that these works will not solve the drought problem. But the commitment to better manage water and eliminate waste is more urgent than ever today and must be respected.
